Economic Strength Project Program (ESP)

The ESP program offers grants for road construction projects. This is a very competitive program. Projects are rated and ranked by a Selection Committee based on the economic impact of the jobs created or retained and the capital investment made in the community. Click here for additional information about the Economic Strength Project Program.

Application Process

Application announcements for the ESP program are made twice a year. Once an announcement is made an eligible applicant (a city, town, county, tribal or other governmental or political jurisdiction) may submit an application to the Department of Commerce. Funding recommendations will be forwarded to the State Transportation Board, which makes the final funding decisions.

NEW! ESP Round 09-1 Applications
Due to recent state budget cuts, the Department of Commerce will be offering only one round for ESP grants in FY2009 instead of the usual two rounds.

FY09 round 1 will open October 1st and be awarded in May. Please note it is important to plan your ESP project construction timeline carefully to conform to the new ESP round date.
