Economic Strength Project Program (ESP) The ESP program offers grants for road construction projects. This is a very competitive program. Projects are rated and ranked by a Selection Committee based on the economic impact of the jobs created or retained and the capital investment made in the community. Application Process
Application announcements for the ESP program are made twice a year. Once an announcement is made an eligible applicant (a city, town, county, tribal or other governmental or political jurisdiction) may submit an application to the Department of Commerce. Funding recommendations will be forwarded to the State Transportation Board, which makes the final funding decisions. NEW! ESP Round 09-1 Applications
NOTICE: Due to State budget constraints, the 2009 ESP grant round 09-1 will not be able to be funded. As a result, the scheduled round 09-1 has been cancelled.
