Selling to the State of Arizona

To do business with the State you must first register online at www.spirit.az.gov, the central point for marketing your products and services to State Agencies. There is no cost to you for using SPIRIT.

SPIRIT will enable you to do the following over the Internet:

  • register your company to do business with the State
  • eescribe your business, products, and services
  • identify your business as small, minority, or women-owned, if applicable
  • update your registration throughout the year
  • receive Request for Proposals (RFPs), Invitation for Bids (IFBs), and Request for Quotations (RFQs)
  • submit proposals, bids, and quotations
  • receive contract award results
  • review evaluation reports and competitor submissions

SPIRIT is very intuitive and minimizes the need for formal classroom training. However, two online tutorials are available to assist you, one for SPIRIT registration and the other for SPIRIT proposal creation and submission.

For those suppliers who would prefer classroom training, State Procurement Office (SPO) provides a 2-day class on how to do business with the State that includes the SPIRIT application. The class costs $300/person. You may request a class by calling 602.542.9131 or e-mailing at spirit@ad.state.az.us.

Small businesses are the foundation of Arizona’s economy. Census data indicates that women- and minority-owned businesses comprise approximately 40% of all small businesses in the State. Active participation between the State and the small, women- and minority-owned business community is sound public policy.

Please note it is not required to be certified to do business with the State.

The Governor’s Executive Order 2007-21 states that all executive branch agencies are to request at least one quotation from small, women- and minority-owned businesses for procurements of $50,000 or less to ensure the inclusion of such businesses and to foster market competition in the state procurement process. If you are certified with the Arizona Department of Transportation, City of Phoenix or City of Tucson as a Small (SBE), Woman (WBE), Minority (MBE), or Disadvantaged (DBE) Business Enterprise, you will automatically be listed in the Arizona Steps Up Directory.
