Growth Cabinet Advisory Board

In January 2008, Governor Napolitano established by Executive Order 2008-05 the Growth Cabinet Advisory Board to function as an active citizens advisory committee to the Growth Cabinet.  Linking the Growth Cabinet Advisory Board and the Growth Cabinet in this manner will provide a new direction of assisting with the implementation of the Cabinet's smart growth initiatives such as the Smart Growth Scorecard, State Trust Land reform, and the Statewide Transportation Framework Studies.  The Growth Cabinet Advisory Board includes members of the Growing Smarter Oversight Council. The Oversight Council (described below) was sunset in 2008 so that its members could lead the efforts of the Growth Cabinet Advisory Board.

The new role of the Board will also improve the state’s smart growth processes and enhance partnerships and joint decision-making between state and local, county and Tribal governments, conservation groups, and business and community leaders.

Background
In 2001 the Growing Smarter Oversight Council was created by Executive Order 2002-5 to continue to address growth-related issues and evaluate the effectiveness of the Growing Smarter and Growing Smarter Plus Acts (see Title 9 and Title 11). The Oversight Council consisted of 25 appointed members that represented a variety of private and public interests who were charged with: monitoring the implementation of Growing Smarter and Growing Smarter Plus Acts; developing a method for measuring the effectiveness of the Acts; determining how compliance should be addressed and suggesting improvements; and reporting annually to the Legislature, Governor’s Office, and the citizens of Arizona.

To promote quality growth in Arizona, the Oversight Council developed the Growing Smarter Statewide Guiding Principles for Arizona in 2006.  The foundation for the Guiding Principles was a grassroots public participation effort that took the Council to eighteen listening sessions throughout the state.
