Energy Efficiency and Conservation Block Grant Program (EECBG)

Funded for the first time by the American Recovery and Reinvestment Act of 2009, the State of Arizona will receive millions of dollar to reduce total energy use and fossil fuel emissions and improve energy efficiency.
Funding is divided among 'Direct and Non-Direct' entities. 'Direct' entities are: cities or towns with a population of more than 35,000 (based on 2007 U.S. Census figures); top ten populated counties; and Tribal Communities in Arizona that are eligible for funding directly from the U.S. Department of Energy (DOE). 'Non-Direct' entities are cities or towns with a population below 35,000 and the remaining five Arizona counties that are eligible for funding directly from the Arizona Department of Commerce Energy Office (Energy Office). All 'Direct' cities, towns and counties have submitted their applications to DOE as of June 25, 2009. DOE estimates that processing applications may take 60-90 days. Further information will be posted upon approval of applications.
The State of Arizona is required to pass through at least 60% ($5,756,100) of its funding share to cities and counties not receiving direct formula funding. Each state decides how to award funding to non-direct entities. The Energy Office recommends that these entities complete the three step registration process below.

The purpose of the EECBG program is to help local governments reduce greenhouse gases and promote energy efficiency in their jurisdictions. Funds can be used community wide, not only for government owned facilities and infrastructure.
NEW! EECBG UPDATE! From August 24, 2009 to January 13, 2010, DOE has awarded 32 government entities EECBG allocations in the amount of $51,955,792 of $54,223,900 (95.8%) for future energy projects in Arizona. Arizona had 32 government entities eligible for funding. Of these, four were awarded partial funding: Cochise County - $187,500 of $362,800; City of Maricopa - $124,300 of $142,300; Pima County - $250,000 of $3,981,900; and Yuma County - $23,992 of $427,700.
From September 11, 2009 to January 20, 2010, DOE has awarded eight Tribal entities allocations in the amount of $7,588,500 of $8,963,900 (84.7%). Arizona had 16 tribal entities eligible for funding. Of these, the Tohono O'odham Nation was awarded partial funding, $250,000 of $437,800.
NOTE: Of the $8.9 million allocated to Arizona Tribal entities, the Navajo Nation was awarded $6,079,400 on October 9, 2009. If a Tribal government spans more than one state, eligible funding reflects the allocation for the Tribal government as a whole.)
