Energy Efficiency and Conservation Block Grant Program (EECBG)

NON-DIRECT ENTITIES: 10-15-09: An amendment (.doc) to the Arizona Balance of State Energy Efficiency and Conservation Block Grant Program for Non-Direct entities changes proposal due date from October 30th to November 30th.


NON-DIRECT ENTITIES: 9-30-09: Letters of Intent (.doc) and Non-Direct Allocation (.pdf) amounts are now available. The EECBG Program was funded for the first time with the passage of the American Recovery and Reinvestment Act of 2009. DOE approved Arizona's $9,593,500 application for the program on Monday, Sept. 14, 2009.


Funding is divided among 'Direct and Non-Direct' entities. 'Direct' entities are: cities or towns with a population of more than 35,000 (based on 2007 U.S. Census figures); top ten populated counties; and Tribal Communities in Arizona that are eligible for funding directly from the U.S. Department of Energy. 'Non-Direct' entities are cities or towns with a population below 35,000 and the remaining five Arizona counties that are eligible for funding directly from the Arizona Department of Commerce Energy Office. All 'Direct' cities, towns and counties have submitted their applications to DOE as of June 25, 2009. DOE estimates that processing applications may take 60-90 days. Further information will be posted upon approval of applications.

The State of Arizona is required to pass through at least 60% ($5,756,100) of its funding share to cities and counties not receiving direct formula funding. Each state decides how to award funding to non-direct entities. The Energy Office recommends that these entities complete the three step registration process below.

The purpose of the EECBG program is to help local governments reduce greenhouse gases and promote energy efficiency in their jurisdictions. Funds can be used community wide, not only for government owned facilities and infrastructure.

10-19-09: The cities of Goodyear and Surprise are among the list of Arizona local governments to be awarded EECBG funding. To date: Arizona has been awarded $48,656,400 in future EECBG projects.

9-24-09: The cities of Casa Grande, Flagstaff, Lake Havasu City, Prescott and Yuma and the Tohono O'odham Nation of Arizona are among the list of Arizona local governments to be awarded EECBG funding. To date: Arizona has been awarded $40,243,900 in future EECBG projects.

9-15-09: Funding Now Available for Rural Arizona Energy Efficiency and Conservation Projects

9-14-09: Recovery Act Announcement: DOE Delivers More than $354 Million for Energy Efficiency and Conservation Projects in 22 States. States receiving funding today include Arizona. To date: Arizona has been awarded $37,599,300 in future EECBG projects.

9-14-09: DOE to Fund up to $454 Million for Retrofit Ramp-Ups in Energy Efficiency. The Request for Information (RFI) being issued today is for competitively selected local energy efficiency projects. This competitive portion of the Energy Efficiency and Conservation Block Grant (EECBG) Program will target community-scale retrofit projects that make significant, long-term impacts on energy use and can serve as national role models for grassroots energy efficiency efforts.

9-11-09: The cities of Avondale, Maricopa, Mesa and Phoenix; the counties of Apache, Coconino and Maricopa; and the Gila River Indian Community are among the list of Arizona local governments to have been awarded EECBG funding. To date: Arizona has been awarded $28,059,300 in future EECBG projects.

8-24-09: Bullhead City, Oro Valley, Scottsdale and Pima County are among the first local governments in Arizona to have been awarded EECBG funding. To date: Arizona has been awarded $3,012,800 in future EECBG projects.

1. Obtain a Dun and Bradstreet Data Universal Numbering System (DUNS) number at http://www.dnb.com/US/duns_update/ (NOTE: If you already have a DUNS number, you do not need to apply for a new one.)

2. Register with the Central Contractor Registration (CCR) at http://www.ccr.gov/ (NOTE: If you are already registered with CCR, you do not need to reregister - however, CCR does require that registrants update their contact information annually.)

3. Register E-Business Point of Contact with FedConnect to submit their application at at www.fedconnect.net

Applicants who are not registered with CCR and FedConnect should allow at least 21 days to complete these requirements. It is suggested that the process be started now.
