Energy Savings Performance Contracting
The Energy Office provides technical and program assistance to facilitate energy efficiency programs of all types including Energy Savings Performance Contracting (ESPC). An energy savings performance contract (ESPC) is a partnership between an energy services company (ESCO) and its customer formed for the purpose of financing and implementing cost-saving energy-efficiency improvements. The ESCO pays the up front cost of purchasing and installing new equipment, and the customer repays the ESCO over the life of the contract from the cost savings resulting from the project. ESPCs have been in use by public and private customers for over twenty years and have been proven to be an effective method for upgrading existing facilities.
In order to streamline the process of entering into an Energy Saving Performance Contract, the State Procurement Office issued a request for qualifications from companies that can offer ESPC services. The intention was to create a pre-qualified list of ESPC companies. This would remove the necessity of every governmental entity to go through this pre-qualified step. Having a pre-qualified list will reduce the time needed to get a contract in place. After a review process, the State Procurement Office announced the selection of a pre-qualified list of ESPCs. The pre-qualified list can be used by all governmental entities including: state agencies, universities and community colleges, K-12 schools, cities, towns and counties. State agencies are required to use the list below. Other entities are not required to use the list below however; they may use the established state contract or establish contracts on their own. If an entity decides to use the list, they must follow all of the procedures in the State Procurement Office’s initial solicitation.
The guidance is to follow the steps outlined in the Procurement Office’s Scope of Work. The nine companies Pre-Qualified ESCO companies are:

- The Benham Companies
- Custom Energy Services
- Honeywell Building Solutions
- Johnson Controls
- McKinstry Essention, Inc.
- NORESCO
- Siemens Buildings Technologies

Energy Services Coalition The Energy Services Coalition is a national association started by state energy offices and representatives of Energy Saving Performance Contracting Companies (ESCOs). They work together to try and reduce the hurdles to performance contracting. Their website (http://www.energyservicescoalition.org/) has sample documents for an RFP, Technical Energy Audit and Model Energy Performance Contract. An Arizona ESC chapter has been established and meets on an as needed basis.
