Western Maricopa County / Luke Air Force Base


Project Background…

Luke AFB is within the jurisdiction of Glendale, Arizona and located west of Phoenix, Arizona. Maricopa County has experienced explosive population growth, and development around Luke AFB has raised the issue of encroachment and potential adverse impacts to the base’s mission.

Luke AFB is the preeminent training facility for F-16 pilots. Luke AFB was established in 1941 to take advantage of the then-isolated location and excellent year-round flying weather.

Due to development, take-offs with live ordnance from the northern runway have been stopped. Protection of the southern departure corridor is critical to maintaining Luke’s mission.

This effort was initiated in July 2001, when a stakeholder group was convened to provide input on the scope of work used in the formal Arizona State Procurement Office Request for Proposals process.  A consultant team was retained in late 2001.  The project was put on hold from late 2001 through the first quarter of 2002, due to budget discussions in the State Legislature.  Upon assurance of its funding, the project was resumed in March 2002.  The final presentation of the project took place on March 21st, 2003.
