American Rescue Plan Act Programs
The City of Goodyear is disbursing grants funded by the American Rescue Plan Act (ARPA). The grants may be used to reimburse COVID-19-related business expenses and technical assistance for eligible brick-and-mortar locations.
Relief Grant
Eligible small businesses with physical locations in the City of Goodyear may receive reimbursement grants up to $20,000 for COVID-related expenses including personal protective equipment (PPE), sanitization fixtures, or other costs incurred for COVID-19 protections.
Eligibility
- For-profit or non-profit
- Sole proprietorships, corporations and independent contractors, Partnerships and LLCs
- Brick-and-mortar location in Goodyear (not a County island)
- Less than $3 million annual gross sales
- 25 or fewer employees
- Less than $3 million annual gross revenues
- Experienced a 25% or greater reduction in revenues
Technical Assistance Grant
The Goodyear Small Business Technical Assistance grant provides qualifying Goodyear businesses with funds to receive online and in-person businesses classes and one-on-one consulting. Businesses may receive up to $4,000 for these technical assistance opportunities, providing support to return stronger from the pandemic.

- Home-based or brick-and-mortar location in Goodyear (not a County island)
- Less than $3 million annual gross sales
- 50 or fewer employees
- Less than $3 million annual gross revenues
- Experienced a 25% or greater reduction in revenues
