Arizona State Board of Accountancy issues all licenses to practice as a certified public accountant (CPA) under Arizona law. They do not regulate anyone doing any type of accounting/bookkeeping services who is not a CPA.

No in-state professional entity shall be permitted to practice public accounting in Arizona using the "CPA" or "PA" designation unless properly registered with the Arizona State Board of Accountancy.
