Fireworks may be subject to regulations at the state, local and federal levels. Some of the laws that govern fireworks are referenced below. You may also wish to consult your attorney for assistance.

The Arizona Revised Statutes regulate where fireworks can be bought, sold, and used in Arizona. Fireworks sales are also restricted to certain times of the year and types of fireworks that are able to be purchased. Fireworks are never allowed on state or federal lands.

Federal explosives law and regulations affect all persons who import, manufacture, deal in, purchase, use, store, or possess explosive materials. They also affect those who ship, transport, cause to be transported, or receive explosive materials. ATF plays a vital role in regulating and educating the explosives industry, and in protecting the public from inadequate storage and security.

No person may ship, transport, cause to be transported, or receive explosive materials unless such person holds a license or permit.
